How to Rotate, Reorder and Delete PDF Pages (Fix Sideways Scans)

Fix sideways or upside-down PDF pages for good, move pages into the right order and delete blank ones. Covers 90, 180 and 270 degree turns and common traps.

How to Rotate, Reorder and Delete PDF Pages (Fix Sideways Scans)
On this page

Scanned documents almost always have a page or two lying on its side. A landscape table in the middle of a report, a receipt fed in the wrong way, a form scanned upside down. It’s a small thing, but it makes the recipient tilt their head or their laptop, and it looks careless.

Fixing it properly takes a minute. The trick is making the rotation permanent, and while you’re at it, putting pages in the right order and removing the blank ones that duplex scanners love to produce.

Try it: Rotate PDFRotate all pages or only selected pages of a PDF by 90°, 180° or 270° and save the result permanently, without losing quality.

Viewing rotation vs saving rotation

This catches a lot of people. Most PDF readers have a “rotate view” button. It turns the page on your screen, but it doesn’t change the file, so the next person to open it sees the page sideways again. Some apps save it, some don’t, and it’s not always obvious which.

To fix a page for everyone, you need a tool that writes the rotation into a new PDF. Our free PDF rotation tool does exactly that: it saves the rotation permanently, so the page opens correctly in every reader.

The good news is that rotating doesn’t cost any quality. A PDF page has a rotation setting that tells readers which way to display it, and changing that setting leaves the text and images untouched.

Picking the right rotation angle

Rotation tools usually work in steps of 90 degrees, measured clockwise. Here’s how to choose without trial and error:

How the page looks nowRotate by
Top of the text points to the left90° (clockwise)
Top of the text points to the right270° (same as 90° counterclockwise)
Upside down180°

If you get it wrong, no harm done. Rotate again or start over from the original file.

One thing not to “fix”: pages that are meant to be in landscape orientation. A wide spreadsheet or chart printed sideways on a portrait page is often intended to be read by turning the document. If the page itself is landscape and reads correctly, leave it alone. PDFs handle mixed orientations perfectly well.

How to rotate pages in a PDF step by step

  1. Note which pages are wrong. Flip through the document and write down the page positions shown in your viewer’s toolbar, for example 3, 7 and 12.
  2. Open the rotation tool and add your PDF. Processing happens in your browser, so the file isn’t uploaded.
  3. Choose the pages. Rotate all pages if the whole scan came out sideways, or select only the ones that need it.
  4. Pick the angle: 90°, 180° or 270°, using the table above.
  5. Save and download the new PDF.
  6. Open it in a different viewer or on another device to confirm the change really stuck.

If different pages need different angles, a visual organizer is often quicker, which brings us to the next section.

Reordering and deleting pages with thumbnails

When the problem is more than rotation, such as pages out of order, a blank back page after every sheet or a duplicate scan, work visually. Our PDF organizer shows a thumbnail of every page so you can:

  • Drag pages into a new order. Useful after merging files or when a stack was fed into the scanner out of sequence.
  • Delete pages you don’t need, like blank backs, cover sheets or a page scanned twice.
  • Rotate individual pages by different amounts in the same pass.
  • Save a new PDF with all the changes, leaving your original intact.

Tips for working with thumbnails

  • Delete first, then reorder. Fewer pages means less dragging and fewer chances to drop a page in the wrong spot.
  • Look closely at “blank” pages. Some contain a faint signature, a stamp or “This page intentionally left blank,” which may need to stay in legal or official documents.
  • Use the original page numbers as a guide. If the document has printed numbers, use them to confirm the final order.
  • Work in batches on long files. For a 200-page scan, it can be easier to split it into sections, fix each one and merge them again. Our guides to splitting a PDF and merging PDF files cover both steps.

Fixing a typical duplex scan

Here’s a common scenario. You scanned a double-sided contract on a scanner that only does one side, so you fed the stack through twice. Now you have the fronts in one file and the backs in another, and the backs may be in reverse order.

  1. Merge the two files into one PDF.
  2. Open it in the organizer and drag each back page so it follows its front.
  3. Rotate any pages that came out upside down, which often happens with the second pass.
  4. Delete truly blank pages.
  5. Save, then page through the result from start to finish.

For anything longer than about twenty sheets, it’s worth looking for a scanner or scanning app that handles both sides automatically. Manual interleaving gets error-prone fast.

Other options you might already have

On a Mac, Preview can rotate, reorder and delete pages in its sidebar and save the result. On Windows, browser PDF viewers can rotate the view, but saving those changes isn’t always supported, so check the file afterwards. Full PDF editors like Adobe Acrobat handle all of this too. The browser tools here are handy when you don’t have an editor installed or don’t want to upload a sensitive document anywhere.

If you’re about to run OCR on a scan, fix the rotation first. Text recognition works best on upright pages; our guide to OCR for scanned PDFs explains why.

Getting it right first time

Use a tool that saves rotation into the file rather than just turning the view, and pick the angle by where the top of the text points. For anything beyond rotation, switch to thumbnails: delete unwanted pages first, then reorder, then save a new copy. Always open the final PDF on another device before sending, so you see exactly what the recipient will see.

Frequently asked questions

Why does my PDF go back to sideways after I rotate it?

Most PDF viewers only rotate the view, not the file, so the change is lost when you close it. Use a tool that saves the rotation into a new PDF, then send that file.

Does rotating a PDF reduce quality?

No. Rotation changes a setting that tells readers which way to display the page, so text and images are not re-encoded and stay exactly as sharp.

Should I rotate 90 or 270 degrees?

It depends on which way the page is lying. If the top of the text points left, rotate 90 degrees clockwise; if it points right, rotate 270 degrees clockwise, which is the same as 90 degrees counterclockwise.
